Mayor Elumbaugh opened the public hear at 5:40 PM to consider condemnation <br /> on three separate properties. The properties are 1712 Lyon, 320 Baker and 2029 <br /> Neeley Streets. There being no one wishing to speak regarding any of the properties, <br /> the Mayor closed the public hearing at 5:50 PM. <br /> Councilmember Shetron introduced a resolution to condemn the property at 1712 <br /> Lyon Street. The City Clerk read the resolution and Councilmember Terrell moved to <br /> adopt the resolution. Councilmember Smart seconded and all voted for. The resolution <br /> was given #2007-8-3-R. <br /> Councilmember Smart introduced a resolution to condemn the property at 320 <br /> Baker Street. The City Clerk read the resolution and Councilmember Shetron moved to <br /> adopt the resolution. Councilmember McDonald seconded and all voted for. The <br /> resolution was given #2007-8-4-R. <br /> Councilmember Terrell introduced a resolution to condemn the property at 2029 <br /> Neeley Street. The City Clerk read the resolution. Councilmember Shetron moved to <br /> adopt the resolution and Councilmember McDonald seconded. All voted for. The <br /> resolution was given #2007-8-5-R. <br /> C) MR. JIM ULMER WITH McGOODWIN, WILLIAMS AND YATES REGARDING THE <br /> FUNDING FOR THE WASTEWATER PLANT IMPROVEMENTS <br /> Mr. Jim Ulmer addressed the council with the proper process to apply for the <br /> Clean Water Revolving Loan Fund offered by the Arkansas Natural Resources <br /> Commission for financing for the impending Wastewater Plant improvements. The loan <br /> rate is 2.75%. Councilmember Smart moved to instruct the engineering firm to proceed <br /> with the application for the low interest funding. Councilmember Shetron seconded and <br /> all voted for. <br />
