MINUTES OF COUNCIL <br /> MARCH 22, 2005 <br /> The Batesville City Council met in regular session on March 22, at 5:30 <br /> PM at the Municipal Building. Mayor Joe Biard presided over the meeting. <br /> Councilmember Pectol gave the invocation. Upon roll call the following <br /> councilmembers answered present; Cooke, Krug, Matthews, Mynatt, Pectol, <br /> Terrell. Councilmembers Carpenter and Mitchum were absent. Also present <br /> were the City Clerk and the City Attorney. <br /> Councilmember Pectol moved to approve the minutes from the previous <br /> meeting. Councilmember Terrell seconded and all voted for. <br /> Councilmember Matthews moved to approve the prepared agenda. <br /> Councilmember Terrell seconded and all voted for. <br /> PROPOSED ORDINANCE TO WAIVE COMPETITIVE BIDDING ON A <br /> CHEMICAL BY UTILITIES DEPARTMENT <br /> Councilmember Terrell introduced and Mayor Biard read an ordinance to <br /> waive competitive bidding for the year 2005 on the purchase of Ecotech Eco 634. <br /> Utility Attorney Jerry Post and Mr. Larry Reeves with the Water Utility Treatment <br /> Plant answered questions regarding the need for the ordinance. Councilmember <br /> Pectol moved to suspend the rules for the second and third readings. <br /> Councilmember Matthews seconded and the roll call count was 6 for and 0 <br /> against. Councilmember Matthews moved to adopt the ordinance and <br /> Councilmember Terrell seconded. The roll call was 6 for and 0 against. The <br /> ordinance was given #2005-3-1. Councilmember Mynatt moved to adopt the <br /> emergency clause. Councilmember Matthews seconded and all voted for. <br />
