MINUTES OF COUNCIL <br /> APRIL 26, 2005 <br /> The Batesville City Council met in regular session on April 26, at 5:30 PM at the <br /> Municipal Building. Mayor Joe Biard presided over the meeting. Councilmember Pectol <br /> gave the invocation. Upon roll call the following councilmembers answered present: <br /> R.L. Carpenter, John Cooke, Fred Krug, Doug Matthews, Dana Mynatt, Jerry Pectol and <br /> Paula Terrell. Councilmember Jim Mitchum was absent. Also present were the City <br /> Clerk Denise Johnston and the City Attorney Scott Stalker. <br /> Councilmember Terrell moved to approve the minutes from the previous meeting <br /> and Councilmember Pectol seconded. All voted for. <br /> Councilmember Terrell moved to approve the prepared agenda as amended. <br /> Councilmember Carpenter seconded and all voted for. <br /> RESOLTUION FOR TOWNSENDS TO PARTICIPATE IN THE TAX BACK <br /> PROGRAM <br /> Mayor Biard read a resolution that would certify the City's endorsement for <br /> Townsends of Arkansas, Inc. to be able to participate in the Tax Back Program as <br /> authorized by Section 15-4-2706(4) of the Consolidated Incentive Act of 2003. The <br /> program will offer a tax savings for Townsends for their plant expansion which will <br /> create approximately 230 new jobs. Councilmember Pectol moved to adopt the <br /> resolution and Councilmember Terrell seconded. All voted for. The resolution was <br /> given 42005-4-1-R. <br /> DISCUSSION OF BUSINESS PERMITS <br /> The council went over suggestions for a business license for the City. <br /> Councilmember Matthews presented the suggestions and the council went through and <br />
