All voted for. <br /> COUNCIL COMMENTS <br /> Councilmember Terrell moved that the Council Comment be moved up on the agenda because <br /> Councilmember Gaither had to leave early. Councilmember Carpenter seconded and all voted for. <br /> Councilmember Gaither said he wanted to go on record that he was against Vital Links charging <br /> excavation fees for the use of the rescue truck. According to the Batesville Guard, Vital Links is going to <br /> start billing insurance companies for excavations of$300 to $500 and if the person being excavated does <br /> not have insurance that person will be billed. The council called on former Fire Chief Bob Davis who <br /> was in the audience for his opinion. Mr. Davis said the city has done rescue for a number of years and has <br /> never charged for the services. Mr. Davis said the city and county should be able to offer that service <br /> without charging the taxpayers. All the council agreed that there should not be a charge for the services. <br /> Mayor Biard said he had already called a meeting for Thursday with the County Judge, David Wyatt, <br /> OES Director Bill Hicks, Fire Chief James Boothby and Myra Wood with Vital Links. He said the City <br /> Attorney and County Attorney were still working on an agreement between the City, County and Vital <br /> Links regarding the rescue truck. Mayor Biard said he would express the council's feelings regarding the <br /> charging of fees at the meeting. <br /> CODE ENFORCEMENT REPORT <br /> Code Enforcement Officer Chad McClure had reports on two properties. The first property is <br /> located on 1909 Porter. Mr. McClure asked Mrs. Doris Inman, who takes care of the property for the <br /> owner who lives in Japan, to address the council. Mrs. Inman said the current tenant has had lots of <br /> problems and is currently in jail. She said the structure in is good condition but needs some cosmetic <br /> work done. She said she did not know how long the tenant would be in jail and didn't feel that they could <br /> move her stuff out until she has a place to go. Mrs. Inman said she thought she could have the property <br /> mowed within a couple of weeks and the lot behind cleaned up within 30 days. Councilmember Terrell <br />
