MINUTES OF COUNCIL <br /> DECEMBER 15, 2003 <br /> The Batesville City Council met in special session on December 15, at 6:00 PM at <br /> the Municipal Building. Mayor Joe Biard presided over the meeting. Councilmember <br /> Watkins gave the invocation. Upon roll call the following Councilmembers answered <br /> present: Jim Cargill, R.L. Carpenter, Robert Ford, Gerald Gaither, Jim Mitchum, Jerry <br /> Pectol, Paula Terrell and Jim Watkins. Also present were the City Clerk Denise Johnston <br /> and the City Attorney Scott Stalker. <br /> Councilmember Ford moved to approve the prepared agenda. Councilmember <br /> Watkins seconded and all voted for. <br /> CONSIDERATION OF 2004 BUDGET <br /> The council met in special session to consider the 2004 budget and the possibility <br /> of passing an ordinance to establish a business license in Batesville. The council decided <br /> not to pursue the business license. They then went through the budget by line item and <br /> cut the budget in several areas. The final budget includes a 3%pay raise for all city <br /> employees except elected officials. <br /> The council will meet tomorrow night to review the changes and consider <br /> adopting the 2004 budget. <br /> There being no further business, Councilmember Cargill moved that the meeting <br /> be adjourned.
