MINUTES OF COUNCIL DECEMBER 8, 2003 The Batesville City Council met in special session on December 8, at 5:30 PM at the Municipal Building. Mayor Joe Biard presided over the meeting. Councilmember Watkins gave the invocation. Upon roll call the following Councilmembers answered present: Jim Cargill, R.L. Carpenter, Robert Ford, Gerald Gaither, Jim Mitchum, Jerry Pectol, Paula Terrell and Jim Watkins. Also present were the City Clerk Denise Johnston and the City Attorney Scott Stalker. Councilmember Ford moved to approve the minutes from the last meeting. Councilmember Pectol seconded and all voted for. Councilmember Ford moved to approve the prepared agenda as amended. Councilmember Watkins seconded and all voted for. REQUEST BY UTILITY DEPARTMENT TO CONNECT METER OUTSIDE CITY AND DISCUSSION OF EROSION CONTROL Mr. Larry Tharnish, manager of the water utility, and Mr. Mark Skelton, Utility Commission, addressed the council for approval to connect a water meter outside the city limits. The connection will be on a 2" line on Hill Crest. Mr. Tharnish said the line is not over loaded. Councilmember Gaither made the motion to approve the connection. Councilmember Ford seconded and all voted for. CONSIDER RESOLUTION REQUESTING PARTY PRIMARIES FOR MUNICIPAL ELECTIONS IN BATESVILLE FOR 2004. Mayor Biard read a resolution that would allow party primaries for the municipal elections in 2004. Councilmember Gaither moved to adopt the resolution and Councilmember Watkins seconded. All voted for. The Resolution was given 42003-12-1-R.
