MINUTES OF COUNCIL <br /> SEPTEMBER 23, 2003 <br /> The Batesville City Council met in regular session on September 23, at 5:30 PM <br /> at the Municipal Building. Mayor Joe Biard presided over the meeting. Councilmember <br /> Watkins gave the invocation. Upon roll call the following Councilmembers answered <br /> present: Jim Cargill, R.L. Carpenter, Robert Ford, Gerald Gaither, Jim Mitchum, Jerry <br /> Pectol, Paula Terrell and Jim Watkins. Also present were the City Clerk Denise Johnston <br /> and the City Attorney Scott Stalker. <br /> Councilmember Ford moved to approve the minutes from the last meeting. <br /> Councilmember Cargill seconded and all voted for. <br /> Councilmember Ford moved to approve the prepared agenda. Councilmember <br /> Watkins seconded and all voted for. <br /> REVISED DRAFT OF ORDINANCE CONCERNING MANUFACTURED <br /> HOUSING <br /> Councilmember Watkins introduced an ordinance that would amend the <br /> Batesville Zoning Code in order to comply with Act 624 of 2003 Entitled "An act to <br /> provide for the availability of affordable housing within the municipalities of Arkansas." <br /> Mayor Biard read the ordinance in full. The council discussed possible changes in the <br /> ordinance. The ordinance will be one the agenda at the next meeting for the second <br /> reading. <br /> RESOLUTION PROVIDING TEMPORARY MORATORIUM ON <br /> MANUFACTURED HOUSING <br /> Mayor Biard read a resolution to provide a moratorium of up to 90 days on <br /> permitting manufactured housing in Batesville. Councilmember Watkins moved to adopt <br />
