r APPENDIX III Exhibit B A RESOLUTION ENDORSING THE IMPLEMENTATION OF A WASTEWATER PRETREATMENT PROGRAM FOR THE PUBLICLY OWNED TREATMENT WORKS OF BATESVILLE, ARKANSAS WHEREAS the City of Batesville has the duty and desire to protect the public health, safety, and welfare ; and WHEREAS the City of Batesville has the authority to implement uniform requirements for Dischargers into the wastewater collec- tion and treatment systems in accordance with all applicable State and Federal laws relating thereto; and WHEREAS the City of Batesville determines the need to prevent the introduction of pollutants into the wastewater treatment system which will interfere with the operation of the system; and WHEREAS the City of Batesville determines the need to prevent the introduction of pollutants into the wastewater system which will pass through the system, inadequately treated into receiving waters or the atmosphere or otherwise be incompatible with the system; and WHEREAS the City of Batesville desires to improve the op- portunity to treat the wastewaters from the system; and WHEREAS the City of Batesville desires to provide for equitab e distribution among users of the cost of the Publicly Owned Pre- treatment Works wastewater system; NOW, THEREFORE, BE IT RESOLVED that the City of Batesville endorses the implementation of a wastewater pretreatment program in accordance with all applicable State and Federal laws required . by The Federal Water Pollution Control Act (FWPCA, P. L. 92-500) , as amended by The Clean Water Act of 1977 , P.L. 95-217 , and the general Pretreatment Regulations (40 CFR, Part 403) .
