ENDORSEMENT RESOLUTION FOR A COMPANY TO PARTICIPATE IN THE ENTERPRISE ZONE PROGRAM RESOLUTION STATING THE CITY OF BATESVILLE 'S ENDORSEMENT OF OMEGA CONTAINER BATESVILLE, INC. , TO PARTICIPATE IN THE BENEFITS OF THE ARKANSAS ENTERPRISE ZONE PROGRAM. WHEREAS, the Arkansas Enterprise Zone Act 740 of 1983, enacted by the Arkansas General Assembly, and WHEREAS, the Arkansas Enterprise Zone Program offers significant incentives for economic development to some of the most distressed areas in the City of Batesville, and WHEREAS, the Arkansas Industrial Development Commission has designated certain enumeration districts or block groups in the City of Batesville as eligible enterprise zones based on demographic and economic factors, and WHEREAS, in accordance with the Arkansas Enterprise Zone Program requirements the City of Batesville agrees: 1 . To analyze the adequacy of police protection within the zone or zones, and if necessary devise and implement a plan for improvement thereof. 2. To give priority to the use in the zone or zones of any not yet committed employment training or community development funds received from the state or federal government. 3. To provide assistance to AIDC certifying employers to be eligible for the benefits of this program, including verification of the location of the business, number of employees and other verifications that would have to be made at the local level . 4. To examine certain local ordinances or regulations and the impact on economic development within the enterprise zone. 5. To assist AIDC in evaluating progress made in any enterprise zone within its jurisdiction. This would entail a comparative analysis of conditions in the zone prior to designation (number of workers employed there and businesses) and conditions some time after designation (six months or a year, etc. ) . 6. To consider exempting local sales taxes on the purchase of the material used in the construction of a building, or any addition or improvement thereon, for housing any legitimate business enterprise. This tax exemption would be on materials, construction and equipment used by that business on that site only. 7. To keep AIDC informed whenever changes occur within the zone, i .e. , an establishment goes out of business, is destroyed by fire, flood, etc. , new development takes place with the infrastructure (streets, etc. ) or any changes in local development codes that may affect the zone.
