We all realize that certain businesses dispose <br /> of their own recyclable waste and the City will not be able <br /> to collect and deliver 100% . <br /> As far as the County is concerned, Section 103 states <br /> that: <br /> During the term of this Agreement, the City shall <br /> (a) deliver to the Center all Recyclable Waste <br /> collected by or on behalf of the City. . . <br /> The underlined phrase is the operative phrase to us. <br /> This phrase does not obligate the City to collect 100% of <br /> recyclable waste. It is also our opinion that Section 103 <br /> prevails over the first sentence of Section 101 and <br /> clarifies the first sentence of Section 101. <br /> • <br />
