- thereof) water consumption and sewer discharge shall be deter- <br /> mined by the Utilities Commission where feasible, and the schedule <br /> of rates set forth above shall be applied. Where such determi - <br /> nation is not feasible the monthly charge shall be as follows : <br /> (i) Domestic, $17 . 50; and (ii) Commercial, $26 . 00 . <br /> (b) For users of the sanitary sewer system located outside <br /> the City, the monthly rates for sewer services of the System shall <br /> be 125% of the sewer rates set forth above for users located in the <br /> City. <br /> Section 2 : None of the facilities or services afforded by the <br /> sewage treatment works shall be furnished without a charge being <br /> made therefor. Any vacant, unoccupied property attached to the <br /> • sewer system having an in- service water meter shall be considered <br /> to be a contributor to the sewer system at such time as a sewer tap <br /> is completed and as such is subject to the monthly usages and <br /> services set forth in the above mentioned rate structure . <br /> Section 3 : That the City Council hereby finds and declares <br /> that the above sewer rates are fair, reasonable and necessary <br /> minimum rates, and will produce revenues at least sufficient for <br /> the reasonable operation and maintenance expenses of the sewage <br /> treatment works, the payment of the sewer facilities fair share of <br /> the principal and interest on the revenue bonds as they mature and <br /> the paying agents fees (including establishing and maintaining a <br /> reserve) , and to provide depreciation funds for replacement or <br /> repairs of the sewer facilities . <br /> Section 4 : That the provisions of this Ordinance are <br /> separable and if a section, phrase or provision shall be declared <br /> invalid, such declaration shall not affect the validity of the <br /> remainder of this Ordinance . <br /> Section 5: That all ordinances or parts of other ordinances <br /> in conflict herewith are hereby repealed. <br /> • <br /> 3 <br />
