A registered professional engineer, architect, <br /> or land surveyor shall submit a certification to <br /> • the Enforcement Officer/Inspector that the <br /> standard of this subsection, as proposed in <br /> Article 4 , Section C (1 ) (a) , is satisfied. <br /> (2 ) Non-residential Construction - New Construction <br /> or substantial improvement of any commercial, <br /> industrial or other non-residential structure <br /> shall either have the lowest floor, including <br /> basement, elevated to the level of the base <br /> flood elevation or, together with attendent <br /> utility and sanitary facilities, be flood proofed <br /> so that below the base flood level the structure <br /> is water tight below the base flood level sub- <br /> stantially impermeable to the passage of water <br /> and with structural components having the <br /> capability of resisting hydrostatic and hydro- <br /> dynamic loads and effects of buoyancy. Where <br /> a non-residential structure is intended to <br /> be made water tight below the base flood level, <br /> (i ) a registered professional engineer or <br /> architect shall develop and/or review structural <br /> design, specifications, and plans for the con- <br /> struction, and shall specify that the design <br /> and methods of construction are in accordance <br /> with accepted standards of practice for meeting <br /> the applicable provisions of this section and <br /> • (ii ) a record of such certificates which includes <br /> the specific elevation ( in relation to mean sea <br /> level ) to which such structures are flood proofed <br /> shall be maintained with the Enforcement Officer/ <br /> Inspector designated to enforce the provisions of <br /> this code. <br /> ( 3 ) Manufactured Homes <br /> a. No manufactured home shall be placed in a <br /> floodway. <br /> b. All manufactured homes shall be anchored to <br /> resist floatation, collapse, or lateral <br /> movement. Specific requirements shall be: <br /> (i ) over-the-top ties at each of the <br /> four corners of the manufactured <br /> home with two additional ties per <br /> side at intermediate locations and <br /> manufactured homes less than 50 feet <br /> long requiring one additional tie <br /> per side ; <br /> ( ii ) frame ties at each corner of the <br /> home with five additional ties per <br /> side at intermediate points and <br /> manufactured homes less than 50 feet <br /> long requiring four additional ties <br /> per side ; <br /> ( 15 ) <br />
