A question as to the development of the downtown area of Batesville has only recently came to light due to the decrease of economic activity taking place in what was at one time the economic "hub" of Independence County. The need for this project has been demonstrated by the Downtown Merchants Association and the Mayor of Batesville, who are in agreement that further deterioration of this major economic base will deter further investments in the community and will encourage a form of "sprawl . " ; t-t, r . - t 2. State how the project assists in carrying out the goals, objectives and strategies of the ORC Economic Development Action Plan. If properly coordinated, this project will directly contribute to the generation of job opportunities and further "spin-off" created by increased economic activities will indirectly create additional job opportunities. In addition, this plan will direct development activities in a coordinated manner and will prohibit the probability of random development with no significant impact. 3. A-95 Review: District: X Initiated Being Processed Completed State: Initiated Being Processed Completed Implementation Outline how the information, plans, and results of the project will be utilized. Identify the responsible agencies and/or organizations who will utilize the findings. The plans which will evolve from this project will be utilized by the Downtown Merchants Association in conjunction with the City in creating a more viable economic and aesthetic environment in the downtown area of Batesville. The expected outcome is to provide a detailed plan which can be used to create a positive economic atmosphere which will ,attract consumers and therefore increase the potentiality of increased job opportunities and community development.
