MINUTES OF COUNCIL <br /> JANUARY 13, 1998 <br /> The Batesville City Council met in regular session on January 13, at 5:30 <br /> P.M., at the Municipal Building. Mayor Biard presided over the meeting. <br /> Councilmember Insell gave the invocation. Upon roll call, all the council <br /> answered present. Also present were the City Clerk and the City Attorney. <br /> Councilmember Gaither moved to approve the minutes from the last <br /> meeting and Councilmember Cargill seconded. All voted for. <br /> Councilmember Ford moved to approve the prepared agenda and <br /> Councilmember Insell seconded. All voted for. <br /> LAW ENFORCEMENT REPORT <br /> Captain Gene O'Brien addressed the council with a year end law <br /> enforcement report. The reports included the number of metro cars and their <br /> mileage, and year-end officer activity report. <br /> CABLE TV FRANCHISE ORDINANCE <br /> Mayor Biard read the proposed cable TV franchise ordinance for the <br /> second reading. After a discussion, the Mayor said the ordinance would be read <br /> for the third and final reading at the next meeting on January 27. <br /> CONSIDER AN ORDINANCE TO RE-ZONE CERTAIN PROPERTY IN QUAIL <br /> VALLEY <br /> Mr. Malcom Moore and Ms. Pat Dunnegan came before the council with <br /> an ordinance that would re-zone certain property in Quail Valley from C-2 to C-3. <br /> The re-zoning would allow apartments to be built which will house the elderly. <br /> Mayor Biard read the ordinance in full and Councilmember Ford moved to <br />
