PUBLIC HEARING — PARKS GRANT <br /> Mayor Biard formally opened the public hearing for the purposes of <br /> hearing from citizens in regards to their wishes for park improvements. Several <br /> were in attendance and asked for various improvements. Ms. Mitzi Morris with <br /> White River Planning and Development took down the requests and read a list of <br /> short and long term goals for the parks. After a brief discussion, the hearing was <br /> closed. <br /> CONSIDER A RESOLUTION TO SUBMIT AN APPLICATION FOR A PARKS <br /> GRANT <br /> Mayor Baird read a resolution authorizing the mayor to submit an <br /> application to the Department of Parks and Tourism for a grant to improve the <br /> recreation facilities in Batesville. Councilmember Bone moved to approve the <br /> resolution and Councilmember Cargill seconded. All voted for and the resolution <br /> was given #98-6-1. <br /> 2ND READING OF AN ORDINANCE TO EXPAND THE HISTORIC DISTRICT <br /> The Mayor said that the group requesting the re-zoning to HR-1 has <br /> withdrawn the ordinance for consideration. The group will go back to the <br /> Planning Commission for guidance. <br /> DISCUSSION CONCERNING STREET CUTS <br /> Mayor Biard asked Mr. Mike Cash Manager of the Batesville Arkla Gas to <br /> address the council. The Mayor expressed his disapproval of the random street <br /> cuts made by Arkla. Mayor Biard said that around November of each year he <br /> mails to each of the utilities a list of streets that will be paved the next year. He <br />
