MINUTES OF COUNCIL <br /> JANUARY 25, 2000 <br /> The Batesville City Council met for its regular meeting on January 25, at <br /> 5:30 P.M. at the Municipal Building. Mayor Joe Biard presided over the meeting. <br /> Councilmember Ford gave the invocation. Upon roll call, all the council <br /> answered present. Also present were the City Clerk and the City Attorney. <br /> Councilmember Ford moved to approve the minutes from the previous <br /> meeting. Councilmember Gaither seconded and all voted for. <br /> Councilmember Ford moved to approve the prepared agenda as <br /> amended. Councilmember Insell seconded and all voted for. <br /> MAYOR'S ANNOUNCEMENTS <br /> Mayor Biard said that he has been made aware that an individual has <br /> been approved for a loan to re-open the Melba Theatre. The Mayor said the <br /> plans are to open a $1.00 theatre. The Mayor said plans are still in the works to <br /> clean up the Landers Theatre. <br /> CONSIDER AN ORDINANCE TO LEVY A SALES AND USE TAX <br /> Mayor Biard introduced an ordinance that would provide for the levying of <br /> a one percent sales and use tax within the City of Batesville. Mayor Biard read <br /> the ordinance. Mr. Mark Hayes, attorney for the Arkansas Municipal League, <br /> addressed the council to explain and answer questions regarding the wording of <br /> the ordinance. Councilmember Bone moved to suspend the rules and place the <br /> ordinance on the second reading. Councilmember Cargill seconded and the roll <br /> call count was 8 for and 0 against.
