Councilmember Cargill seconded and all voted for. <br /> CODE ENFORCEMENT <br /> Mayor Biard opened the public hearing at 5:43 pm to consider placing a lien on the property <br /> located at 1165 Arch Street. The Mayor asked for any questions or comments from the audience or <br /> council. There being no response, the Mayor closed the public hearing. Councilmember Cargill moved <br /> to place a lien on the property located at 1165 Arch Street for $350.00 plus publication costs. <br /> Councilmember Gaither seconded and all voted for. <br /> Code Enforcement Office Chad McClure showed the council several pictures of properties that <br /> have been cleaned up in the past couple of weeks. <br /> MAYOR'S ANNOUNCEMENTS <br /> Mayor Biard showed the council pictures of the current parking at Riverside Park and discussed <br /> with them his proposed plan for parking. The Mayor said with is new plan they would lose about 4 <br /> parking spaces but believes that it is a better plan. The council had no objections of the new parking plan. <br /> DISPOSAL OF PROPERTY <br /> The council was informed of the disposal of a radio from the Landscaping Department. The <br /> Mayor said the radio was accidentally destroyed. <br /> FINANCIAL STATEMENTS <br /> The council was given a copy of the financial statement for August 31, 2002. <br />
