• 2. For all substantial improvements or substantial damage to existing residential <br /> structures, the entire structure becomes subject to the requirements of a new <br /> residential structure. <br /> 3. For any reconstruction, rehabilitation, addition, or other improvement to an <br /> existing residential structure that is less than a substantial improvement, only <br /> the improved area, but not the entire structure, becomes subject to the <br /> requirements of a new residential structure. <br /> b) For Nonresidential Structures in Zone AE or Al-30: <br /> 1. All new commercial, industrial or other nonresidential structures must either: <br /> a. have the lowest floor(including basement) elevated 2 feet or more above <br /> the base flood level or <br /> b. be floodproofed such that, together with attendant utility and sanitary <br /> facilities, be designed so that below an elevation of 3 feet above the base <br /> flood level the structure is watertight with walls substantially impermeable <br /> to the passage of water and with structural components having the <br /> capability of resisting hydrostatic and hydrodynamic loads and effects of <br /> buoyancy. <br /> c. A registered professional engineer or architect shall develop and/or <br /> • review structural design, specifications, and plans for the construction, <br /> and shall certify on a Floodproofing Certificate that the design and <br /> methods of construction are in accordance with accepted standards of <br /> practice as outlined in this subsection. A record of such certification <br /> which includes the specific elevation (in relation to mean sea level) to <br /> which such structures are floodproofed shall be maintained by the <br /> Floodplain Administrator. <br /> 2.
