I C r <br />ORDINANCE N0. l )f <br />AN ORDINANCE TO ESTABLISH STANDARDS FOR PROTEC- <br />TION OF THE ENVIRONMENT BY REGULATION OF <br />PERMITTED DISCHARGES INTO THE PUBLICLY OWNED <br />TREATMENT WORKS. <br />WHEREAS, it is encumbent upon the City of Batesville, <br />Arkansas to comply with the Federal Water Pollution Control Act, <br />33 U.S.C. 1251 et seq, and the General Pretreatment Regulations <br />prescribed by the United States of America, 40 C.F.R., Part 403. <br />It is therefore hereby ordained as follows: <br />SECTION I - GENERAL PROVISIONS <br />1.1 Purpose and Policy. This ordinance sets forth <br />uniform requirements for direct and indirect contributors into <br />the wastewater collection and treatment system for the City of <br />Batesville, Arkansas and enables the City of Batesville, Arkansas <br />;Ito comply with all applicable state and federal laws required by <br />!the Clean Water Act of 1977 and the General Pretreatment Regula- <br />tions (40 C.F.R, Part 403), as may be from time to time modified <br />i1 <br />!1b,y appropriate authority. <br />This ordinance shall be liberally construed to effectuatf <br />the following purposes: <br />(a) To prevent the introduction of pollu- <br />tants into the municipality wastewater system <br />which will interfere with the operation of the <br />system or contaminate the resulting sludge; <br />(b) To prevent the introduction of pollu- <br />tants into the municipal wastewater system <br />which will pass through the system, inadequately <br />treated, into receiving waters (more specifically <br />White River) or the atmosphere, or otherwise be <br />incompatible with the system; <br />(c) To improve the opportunity to recycle <br />and reclaim wastewaters and sludges from the <br />system; and <br />
