(4) Biochemical Oxygen Demand (BOD). The quantity of <br />oxygen utilized in the biochemical oxidation of <br />organic matter under standard laboratory procedure <br />in five (5) days at 200 centigrade expressed in <br />milligrams per liter. The laboratory determination <br />shall be made in accordance with the procedure set <br />forth in Standard Methods. The words "Standard <br />Methods" shall mean the examination and analytical <br />procedure set forth in the latest edition,at the <br />time of analysis, of "Standard Methods for the <br />Examination of Water and Wastewater" as prepared, <br />approved, and published jointly by the American <br />Public Health Association, the American Waterworks <br />Association, and the Water Pollution Control <br />Federation. <br />(5) Building Sewer. A sewer conveying wastewater from <br />the premises of a User to the POTW. <br />(6) Categorical Standards. National Categorical Pre- <br />treatment Standards or Pretreatment Standard. <br />(7) City. The City of Batesville, or the Batesville <br />City Council, or the Batesville Utilities Commissio <br />as may be appropriate under Arkansas Statute. <br />(8) Cooling Water. The water discharged from any use <br />such as air conditioning, cooling or refrigeration, <br />or to which the only pollutant added is heat. <br />(9) Control Authority. The term "control authority" <br />shall refer to the "Approval Authority" defined <br />hereinabove; or the Manager of the Sewer Department <br />if the City has an approved Pretreatment Program <br />under the provisions of 40 CFR, 403.11. <br />(10) Direct Discharge. The discharge of treated or un- <br />treated wastewater directed to the waters of the <br />State of Arkansas or the United States of America. <br />(11) Environmental Protection Agency, or EPA.
