O <br />-4- <br />I"`" hereinafter set forth, and shall be a valid claim of the holders <br />thereof only against the Bond Fund and the revenues pledged to <br />the Bond Fund, which revenues are hereby pledged and mortgaged <br />for the equal and ratable payment of the principal of and interest <br />on the bonds. The pledge of revenues to the security and payment <br />of the bonds shall be subordinate to the pledge in favor of the <br />1976 Bonds. The principal and interest on the bonds shall not <br />constitute an indebtedness of the City within any constitutional <br />or statutory limitation. <br />Section 4. The bonds and coupons shall be in substantially <br />the following form and the Mayor and City Clerk are hereby expressly <br />authorized and directed to make all recitals contained therein: <br />
