1 <br />ORDINANCE NO. <br />AN ORDINANCE TO MAKE APPROPRIATION TO <br />DEFRAY EXPENSES IN CONNECTION WITH PUB- <br />LIC RELATION ACTIVITIES OF THE OFFICE <br />OF MAYOR FOR THE YEAR /_, AND FOR <br />OTHER PURPOSES. <br />NOW,ATHEREFORE, BE IT ENACTED BY THE CITY COUNCIL OF THE <br />CITY OF ARKANSAS <br />Section 1. It has been found and is declared that because of <br />the nature of the duties imposed upon the office of mayor by the <br />Constitution, Statutes of the State and Ordinances of the City, <br />that the mayor is subjected to great financial burdens, often <br />approaching hardship; arising out of the necessity of maintaining <br />satisfactory public relations with official visits of neighboring <br />cities, the states and the Federal Government, as well as other <br />personages whose goodwill is essential to the welfare of the City <br />of The renumeration of office of such mavor is <br />inadequate to bear this additional necessary expense, and there <br />is urgent need to remedy the inequity of this situation. It is, <br />therefore, the purpose of this ordinance to promote the common good <br />of the Citv of Ac�u�t�C by providing funds which will enable <br />the mayor to continue beneficial public relation activities without <br />personal financial hardships. <br />Section 2. There is, hereby, appropriated from the City's gen- <br />eral funds to defray expenses in connection with public relations of <br />the office of mayor hereinafter named for the calendar year, 19L, <br />the following: Mayor ( $L,Lcr `'=) . <br />Section 3. The amount herein appropriated shall be payable on <br />the first day of each calendar month to the mayor for reimbursement <br />for expenses incurred in public relations activities upon invoice <br />submitted by the mayor, said invoice to stipulate only that it is <br />for reimbursement for expenses incurred in public relations acti- <br />vities. The (finance officer or city clerk) after receiving such <br />invoice from the mayor shall issue a warrant drawn in favor of the <br />mayor in an amount not to exceed one -twelfth (1/12) of the appro- <br />priation allocated to the mayor. <br />
