It being the intention of this Ordinance to vest in said Cormaissioners unlimited authority to build, construct, o,)erate, manaffe maintain, irZorove and extend said munici.oally owned air)ort, its related )ro,)erties and facilities, and to have full and coml)lete charge thereof.
