Vihenever the City health Officer has reasonable grounds to believe that any <br />Person To suffering from any venereal disease in an infectious stage, he is authorized <br />to cause such suspect to be apprehended+by any person or persons lie may designate+and <br />detained end examined by the necessary tests and examination, including the Wassermann <br />blood test, to ascertain the existence of said diseases or any of them, and to quaran- <br />tine said person so examined for a reasonable time pendiz ;determination of the outcome <br />of the tests, provided that any evidence so acquired shall not be used against such per- <br />son in any criminal prosecution. <br />Section 2, The City health Officer may, when in than exercise of his discretion he believes <br />T"a thepublic health requires it, oomr..f.t any prostitute or other arson app rehanded and/ <br />or examined and found afflicted with said disease to a hospital or other place designated <br />by the City .health Office as a place of quarantine in the State of Arkansas for treatment, <br />even over the objection of the person so diseased and treated, provided the commitment <br />can be done without endan;erinl the life of the patient. <br />Section 3. Definition of Suspect. A suspect is defined as one Whose name has been ftmjkh.. <br />;3 Ge" loaJ health authority through reliable sources as a contact to a person who had <br />aa4 infectious venereal disease subsequent to contact. <br />AS suspect would also be considered as one (female) who resides in a hotel, boarding- <br />house, or other public place, not engaged in legitimate, ,gainful employment and not liv <br />ing with a spouse] especially when reliable information has been furnished the local health <br />authority that exposure did occur in the place of residence indicated above. <br />Suspicion is interpreted broadly and is applicable to either of the above definitions. <br />Section 4. It shall be a misdemeanor for any person to violate any of the terms of this <br />Orth no`e„ or to fail to remain in any hospital or place of quarantine after being coze- <br />mitted to such place by the City health Office as provided in Section Tm of this Ordinan. <br />as,, or to fail or refuse to take treatment as prescribed by the City Health Officer. On <br />conviction in Mayor's Court of a misdemeanor as provided in this section of this Ordinan- <br />ce, the persons so convicted shall be fined in a sum not less than twentyi.•five dollars nor <br />more than two hundred dollars e <br />Section 5. If any part, phrase, 04&Uoo, section, or sub -section of this Ordinance be held <br />:o be !"tsnaonstitutional or invalid, such unconstitutionality or invalidity shall not affect <br />the validity of the remaining portions of this Ordinance. <br />Section 6. It is ascertained and declared that the lack Of/ -laws for suppression of coral <br />prao oes and venereal diseases _X�N9„20sW* in the City of Batesville, A.rkaansas,is very <br />manifest and a matter of very great public conoern,and that because of lack of such the <br />health[ and lives of the inhabitants are greatly endangered.
