MINUTES OF COUNCIL <br /> SPECIAL MEETING <br /> JUNE 28, 2018 <br /> The Batesville City Council met in special session on June 28th at 5:30 pm at the Municipal <br /> Building. Mayor Rick Elumbaugh presided over the meeting. Upon roll call, the following <br /> Councilmembers answered present; Chris Beller, Tommy Bryant, Julie Hinkle, Margaret Henley, <br /> Paige Hubbard, Doug Matthews, Chris Poole and David Shetron. City Clerk Denise Johnston <br /> was also present. City Attorney Tim Meitzen was absent. <br /> Councilmember Bryant moved to approve the prepared agenda. Councilmember Beller <br /> seconded and all voted for. <br /> CITIZENS COMMENTS <br /> None <br /> NEW BUSINESS <br /> A) CONSIDER AN ORDINANCE TO AMEND THE BATESVILLE ZONING CODE <br /> Ms. Diane Lamberth and Ms. Beatrice Moore addressed the council asking to amend the <br /> City's zoning code to include a definition for a "Children's Advocacy Center (CAC)" to <br /> have the same zoning code at a Child Care Facility and a Church. Ms. Lamberth <br /> explained to the council that a Children's Advocacy Center is a place where children from <br /> the ages of 0 to 17 who have been sexually abused can "have a soft place to fall". <br /> Batesville's facility will be the 17th CAC in Arkansas. Ms. Lamberth also said the facility is <br /> not a "shelter'. No one stays the night, however, the facility will offer 24/7/365 support for <br /> children. The facility located in Batesville will be known as Children Advocacy Center of <br /> Independency County. Councilmember Beller introduced the ordinance. Councilmember <br /> Matthews moved to suspend the rules and read the ordinance by title only. <br /> Councilmember Hubbard seconded and the electronic roll call count was 8 for and 0 <br /> against.
