City Engineer Damon Johnson addressed the council with his monthly report. <br />Mr. Johnson said the bids were opened for the Hwy 106 utility relocate job. The <br />low bidder is a local company, Hargan Construction, with a total bid of <br />$658,202.00. Mr. Johnson said all the bids have been reviewed and he was <br />recommending the low bid from Hargan. Councilmember Matthews moved to <br />accept the low bid from Hargan Construction and Councilmember Bryant <br />seconded. All voted for. Mr. Johnson said all departments were running well <br />within the city. <br />C) 2020 CENSUS UPDATE FROM MR. JAMES BLAXTON <br />Mr. James Blaxton with the US Census Bureau addressed the council regarding <br />the upcoming 2020 Census. Mr. Blaxton informed the council that the main <br />change for the 2020 Census compared to censes’ in the past is along with the <br />paper form, now a person can choose to respond by phone or online. Mr. <br />Blaxton said he has been working with the clerk’s office and has discussed <br />issues like the “hard to count” population. Every household will receive a <br />postcard in the mail around the middle of March explaining all the ways to <br />st <br />respond. April 1 is officially Census Day. Councilmember Bryant asked how <br />people in nursing homes or extended stay facilities are counted. Mr. Blaxton said <br />if they “live” at the facility, they will be counted at the facility address. <br />MAYOR COMMENTS <br />st <br /> Mayor Elumbaugh invited the council to a retreat on April 1 at his cabin in <br />Mountain View. The Mayor said the retreat will be a time to discuss and plan for the <br />future. <br /> <br />
