SECTION 8. The City Council may at any regular or special meeting, revise or modify these <br /> rules or adopt new rules by a majority vote of the full Council. <br /> SECTION 9. All ordinances or parts of ordinances in conflict herewith are <br /> hereby repealed. <br /> SECTION 10.
