RESOLUTION NO. 6CO— <br /> A RESOLUTION EXPRESSING THE WILLINGNESS OF <br /> THE CITY OF BATESVILLE <br /> TO PARTNER WITH THE ARKANSAS DEPARTMENT OF TRANSPORTATION <br /> FOR THE FOLLOWING PROJECT: <br /> Ramsey Mountain <br /> Highway 1671mnrovements <br /> WHEREAS, multiple crashes have occurred at the Highway 167 curve at Ramsey <br /> Mountain, between Batesville and Southside, that resulted in vehicle rollovers that closed <br /> Highway 167 for several hours; and ° <br /> WHEREAS, limited White River bridge crossings mean these highway closures <br /> resulted in an additional 33 mile(approximately 40 minute) detour to the traveling public; and <br /> WHEREAS, the City of Southside, Independence County, and the City of Batesville <br /> have recently purchased property adjacent to Highway 167 right of way in the curve; and <br /> WHEREAS,the City of Batesville has expressed a desire to partner with the Arkansas <br /> Department of Transportation(Department) in order to expedite a project to develop a second <br /> set of travel lanes, protected by a barrier wall from the existing lanes, as a parallel emergency <br /> route; and <br /> WHEREAS, this parallel emergency route would only be used in the event of an <br /> incident that results in a closure of Highway 1671,at the curve; and <br /> WHEREAS,the Department has committed to the following activities for the parallel <br /> emergency route: <br /> • Design the parallel emergency route; <br /> • Handle environmental and permitting activities; <br /> • Perform asphalt paving activities; <br /> • Handle construction or placement of a concrete barrier wall; <br /> • Supervise construction; and <br /> WHEREAS, Independence County has committed to the following activities for the <br /> parallel emergency route: <br /> • Donate any necessary right of way <br /> • Prepare the subgrade; <br /> • Place the base material; and <br /> WHEREAS, the cities of Batesville and Southside have committed to donate any city <br /> right of way necessary for construction of the emergency route; and <br /> I <br />
