ORDINANCE NO. <br />AN ORDINANCE AMENDING THE 2022 ADOPTED BUDGET FOR THE PURPOSE OF <br />RECEIVING AND EXPENSING THE $5,000 STIPEND FOR ELIGIBILE FULL-TIME LAW <br />ENFORCEMENT OFFICERS <br />WHEREAS, the Arkansas General Assembly passed Act 224 of 2022 during the 2022 Fiscal <br />Session; <br />WHEREAS, through passage of Act 224 of 2022, the Arkansas General Assembly <br />appropriated $50,000,000 to provide a one-time salary stipend for eligible full-time law <br />enforcement officers; <br />WHEREAS, "eligible full-time law enforcement officer" is specifically defined under Act 224 <br />and the city/town does not have discretion to change the definition; and <br />WHEREAS, each eligible full-time law enforcement officer is entitled to a one-time salary <br />stipend of $5,000. Employee payroll deductions will be made as required by law; and <br />WHEREAS, the City Council of the City of Batesville. Arkansas has determined that the <br />City's 2022 budget should be amended for the purpose of expending the one-time salary <br />stipend to eligible full-time law enforcement officers. <br />NOW, THEREFORE, be it Ordained by the Batesville City Council, that: <br />Section 1. This Ordinance shall be known as the Amendment Budget Ordinance for <br />the City of Batesville, Arkansas, for the remaining budget period beginning January <br />1, 2022 and ending December 31, 2022; <br />Section 2. The City hereby amends the 2022 city general revenue budget and <br />appropriates an additional $110,000.00 for the police officers to receive $5,000 each <br />and an additional $ 8,415.00 for the city to pay the FICA and Medicare as the <br />employer payroll contributions. The total of the additional appropriation is <br />$118,415.00_. These funds are appropriated for the purposes set forth for the <br />remainder of the calendar year ending December 31, 2022. <br />Section 3: EMERGENCY CLAUSE: That because the need of retaining well trained <br />law enforcement officers is immediate, an emergency is declared to exist and this <br />ordinance, being necessary for the preservation of the public health, safety, and <br />welfare shall take effect from and after its passage and approval. <br />PASSED AND ADOPTED this _ day of . 2022. <br />Rick Elumbaugh, Mayor <br />ATTEST: <br />Denise Johnston, City Clerk <br />
