<br />MINUTES OF COUNCIL <br />AUGUST 16, 2022 <br /> <br />The Batesville City Council met in special session on August 16, at 12:00 pm at <br />the Municipal Building. Mayor Rick Elumbaugh presided over the meeting. Upon roll <br />call, the following Councilmembers answered present; Brittany Bennett, Tommy Bryant, <br />Julie Hinkle, Paige Hubbard, Fred Krug, Doug Matthews, and Chris Poole. Also present <br />were the City Clerk Denise Johnston and City Attorney Tim Meitzen. Councilmember <br />Scott Fredricks was absent <br />Councilmember Matthews moved to approve the prepared agenda. <br />Councilmember Bennett seconded and all voted in favor. <br />NEW BUSINESS <br />A) CONSIDER AN ORDINANCE AMENDING THE 2022 ADOPTED BUDGET FOR <br />THE PURPOSE OF RECEIVING AND EXPENSING THE $5,000.00 STIPEND <br />FOR ELIGIBLE FULL-TIME LAW ENFORCEMENT OFFICERS <br />Councilmember Matthews introduced an ordinance to amend the 2022 adopted <br />budget, Ordinance #2021-12-01, for the purpose of receiving and expensing the <br />$5,000.00 stipend given to each city through the passage of Act 224 of 2022 by <br />the Arkansas General Assembly, for eligible full-time law enforcement officers. <br />Ms. Johnston said the funds were received today. Councilmember Matthews <br />moved to suspend the rules and read the ordinance by title only. Councilmember <br />Bennett seconded and the roll call count was 7 for and 0 against. Mr. Meitzen <br />read the ordinance by title only. Councilmember Matthews moved to further <br />suspend the rules and waive the second and third readings. Councilmember <br />Hubbard seconded and the roll call count was 7 for and 0 against. <br />Councilmember Matthews moved to adopt the ordinance. Councilmember <br />Bennett seconded and the roll call count was 7 for and 0 against. The ordinance <br />was given #2022-08-01. Mr. Meitzen read the emergency clause. <br />Councilmember Bryant moved to adopt the emergency clause. Councilmember <br />Matthews seconded and the roll call count was 7 for and 0 against. <br />ADJOURNMENT <br /> Councilmember Bennett moved that the meeting be adjourned. Councilmember <br />Hubbard seconded and all voted for. The meeting was adjourned at 12:03 pm. <br /> <br />
