(3) a. New boundary streets shall be avoided except where a requirement of the master street <br /> plan provides a defined alignment. In that event, the development or plat proposed shall <br /> provide half the master street plan specified improvements and right-of-way. Whenever a <br /> proposed subdivision abuts a partially dedicated or constructed public street,the developer <br /> shall provide the minimum of half the required improvements and right-of-way. <br /> b. The planning commission may authorize a new boundary street when the subdivider <br /> proposes to dedicate the entire right-of-way and construct all the required improvements. <br /> c. In no case shall a subdivider retain a parcel of land lying between a newly created <br /> boundary street and a former property line, the purpose of which would be to deny access <br /> by abutting owners. <br /> (4) For purposes of determining the extent of required improvements on boundary streets,the right- <br /> of-way centerline shall be deemed to be the plat boundary. Where a clearly defined right-of-way does not <br /> exist,the city shall establish the centerline location. <br /> (5) For dead-end streets and cul-de-sacs: <br /> a. Cul-de-sacs shall have a maximum length of 750 feet unless otherwise approved by the <br /> Fire Chief and planning commission. Where a street does not extend to the boundary of a <br /> subdivision, and its continuation is not required by the planning commission for access to <br /> adjoining property, its terminus shall not normally be closer than 50 feet to such boundary. <br /> b. Cul-de-sac turnarounds shall be provided at the end of all permanent dead-end streets. <br /> Cul-de-sac turnarounds for residential streets and minor residential streets shall have a <br /> minimum right-of-way diameter of 100 feet and a pavement width diameter of 80 feet, <br /> with an optional inside radius of 20 feet to the back of the curb and 40 feet to the outside <br /> of the back of the curb. <br /> c. In the case of temporary dead-end streets,which are stub streets designed to provide future <br /> connections with un-subdivided adjacent areas, the planning commission may require a <br /> temporary easement for a turnaround of the type discussed in subsection (b)(5)b. of this <br /> section or an appropriate area for a back around. <br /> d. Hammer heads and T turnarounds are not allowed. <br /> (6) Grades on streets shall not exceed the following standards: <br /> a. Principal and minor arterials,nine percent. <br /> b. Collector streets, 12 percent. <br /> c. Residential streets, 15 percent. <br /> d. Minor residential streets, 16 percent. <br /> e. Residential cul-de-sac, 16 percent. Cul-de-sac centerline slope surface on downhill grades <br /> • shall not exceed seven percent within the last 50 feet of the pavement. Cul-de-sac <br /> centerline slope surface on uphill grades shall not exceed 12 percent within the last 50 feet <br /> of the pavement. <br /> - 167 - Batesville Subdivision Regulations <br />
