b. If the developer does not desire street lighting he must request a written waiver of the <br /> requirements from the city. However,the city may require payment of all fees and expenses <br /> for the installation at some future time. <br /> (3) Subdivision outside the city's corporate boundaries. <br /> a. Where areas outside the city limits but within the extraterritorial area are proposed for <br /> annexation, or annexation in the future is likely, the developer shall provide facilities that <br /> will enable standard lighting design to be installed at some future date, at no additional <br /> cost. <br /> b. In areas designated for underground service, plans shall be approved by Entergy and the <br /> city before installation. <br /> c. If underground service is to be provided, it will be necessary for the developer to provide <br /> electrical service to the points proposed for the future fixtures. <br /> (i) Other utilities. Other utilities to be installed in a subdivision, including water, sewer, electricity, gas <br /> and telephone shall be located within the public right-of-way or easement. If stubs to the property <br /> lines are not installed, then connections between lots and utility lines shall be made, without <br /> breaking into the wearing surface of the street. <br /> (j) Monuments. <br /> (1) Permanent reference monuments shall be set on all outside lines of the subdivision at angle <br /> • points and points of curb or as required by the city. Such monuments shall be of steel one inch <br /> in diameter, 24 inches in length or other approved monuments. Top of monuments shall have <br /> an indented cross or metal pin to identify properly the location of the point and shall be set <br /> flush with the ground. <br /> (2) All lot corners shall be marked with metal pins not less than one-half inch in diameter and 15 <br /> inches long and driven so as to be flush with the finished grade. Permanent control points shall <br /> be placed in the centerlines of streets, at the ends of curves, points at intersections of streets <br /> and points where the street crosses the boundary line at the subdivision. These control points <br /> shall be established after paving has been completed. Where lots are adjacent to streets or <br /> other obstructions, offset pins shall be set and shown on the official plat. Offset distances to <br /> true corners shall be noted on the plat. Monuments on metal pins shall be indicated on all <br /> plats. Removal of monuments or metal pins by anyone other than a professional land surveyor <br /> is prohibited. <br /> (k) Fire hydrants. Fire hydrants shall be spaced a maximum of every 1,000 feet within all single-family <br /> residential subdivisions. In multifamily residential subdivisions,hydrant placement shall be based on <br /> the density and value of the property as determined by the fire chief. When streets and alleys are <br /> closed by a petitioner, he shall at his own expense install necessary fire hydrants to maintain the <br /> required fire hydrant coverage. <br /> (1) Street name and traffic control signs. Street name signs shall be placed at intersections by and at the <br /> developer's expense. Traffic control signs shall be placed at appropriate places along the <br /> subdivision's streets and at their juncture with other streets as designated by the street department's <br /> • traffic control requirements. Traffic control signs required under this section shall be at the <br /> developer's expense.
