RESOLUTION NO. �C 6-3 —,:;2- 1� <br /> A RESOLUTION URGING THE ARKANSAS CONGRESSIONAL <br /> DELEGATION TO SUPPORT THE REINSTATEMENT OF THE BYRNE <br /> GRANT FUNDING OR, ALTERNATIVELY, TO PROVIDE OTHER FUNDING <br /> FOR OUR ARKANSAS DRUG TASK FORCES <br /> WHEREAS, recent legislation restricting the accessibility of pseudoephedrine <br /> has resulted in a reduction of local methamphetamine labs but the use and <br /> distribution of methamphetamine continues to destroy lives, families and property of <br /> the citizens of Batesville, Arkansas; and, <br /> WHEREAS, law enforcement intelligence has indicated that since the <br /> restrictions have been placed on pseudoephedrine, most methamphetamine comes <br /> from outside our borders and that there is a financial link between methamphetamine <br /> distributors and the funding of terrorism; and, <br /> WHEREAS, drug task forces working in conjunction with local law <br /> enforcement agencies have proven to be the most effective method of combating <br /> methamphetamine use and distribution; and, <br /> WHEREAS, drug task forces have been funded in large part by Byrne Grant <br /> Funds; and, <br /> WHEREAS, Byrne Grant Funding was reduced by 35% in fiscal year 2005 and <br /> is scheduled to be reduced an additional 47% in fiscal year 2006; and, <br /> WHEREAS, drug task forces will not be able to operate effectively at the <br /> reduced rate and the local communities cannot provide full funding for the drug task <br /> forces; and, <br /> WHEREAS, methamphetamine use and distribution is a national problem as <br /> well as a local problem; <br /> NOW, THEREFORE BE IT RESOLVED BY the City of Batesville, Arkansas <br /> that the Arkansas Congressional Delegation be urged to support the reinstatement of <br /> the Byrne Grant Funding or alternatively, to provide other adequate funding for our <br /> Arkansas Drug/T/ask Forces. <br /> Passed this I `I day of MaCLI C 2006. <br /> &50 <br /> oe M.
