THE ARKANSAS STATE HIGHWAY AND TRANSPORTATION DEPARTMENT WILL: <br /> 1. Be responsible for administering Federal-Aid funds and for <br /> project construction supervision. <br /> 2. Develop the necessary plans and specifications for all <br /> projects. <br /> 3 .
