MINUTES OF COUNCIL <br /> SPECIAL MEETING <br /> DECEMBER 22, 2015 <br /> The Batesville City Council met in special session on December 22 at 11:00 A.M. in the <br /> Municipal Building. Mayor Rick Elumbaugh called the meeting to order. Upon roll call, <br /> the following councilmembers answered present; Chris Beller, Tommy Bryant, Sonya <br /> Crafton, Margarett Henley, Paige Hubbard, Doug Matthews, Chris Poole and David <br /> Shetron. Also present were the City Attorney Tim Meitzen and City Clerk Denise <br /> Johnston. <br /> Councilmember Bryant moved to approve the prepared agenda and <br /> Councilmember Shetron seconded. All voted for. <br /> CITIZENS COMMENTS <br /> Several citizens, all of whom live outside the city limits of Batesville, addressed <br /> council regarding the proposed ordinance regarding equine on city streets. The main <br /> concern from the group was safety for the public and horses and wanting the right to <br /> drive their private buggies through the Christmas light display. Mayor Elumbaugh <br /> assured the group that the City's main concern is safety as well. <br /> SPECIAL BUSINESS <br /> A) CONSIDER AN ORDINANCE RESTRICTING THE USE OF EQUINE ON <br /> CERTAIN CITY STREETS DURING CITY CHRISTMAS LIGHT DISPLAYS. <br /> Councilmember Shetron introduced an ordinance to restrict the use of equine <br /> on certain City Streets during the City Christmas lights display and authorizing <br /> the City Code Enforcement to set standards for carriage rides. Mr. Meitzen <br /> read the ordinance in full. Councilmember Bryant moved to suspend the <br />
