r
(W
4/30/99
Mayor,
Jan said you called yesterday wanting more details on the requirement of the resolution for the
child care facility. I am providing you ,with a surnmary. Tf yOLL need more infix,'List call me.
The Arkansas Department of Economic Development (ADED), formerly the Arkansas Economic
Development Commission, allocates funds for child care facilities each year. They are usually
only able to fund 5 projects across the state - they ha-e a$200,000 limit. These funds are only
awarded to city or county governments. Larry Good..m with NADC. requested that the city try
to secure some of these funds for a possible combination Head Start/Child Care facility to be
located on property to be donated by the Batesville Public School system. Because of budget
constraints, it is possible the project may be scaled back to just child care slots and not a
combination head start/child care facility.
Before the city can submit an application, the city must procure the services of an architect, The
architect is required to prepare a preliminary floor ph-ri and cost estimate which will dictate the
number of children which can be sen ed. We ren the required notice in the Arkansas Democrat
Gazette twice and received six proposals.
The city will be the owner of the building and will lease it to either NADC or the Batesville
School District (or both) for operation and maintenance. Melbourne has done this for a facility
located on the Ozarka campus; Mtn Vicw has done this for a non-profit entity, New Horizons
Day Care, for a facility located across from their school.
In order to secure the funds from ADED, the city must be the applicant and be the entity to
receive the funds. Payments will be made from a special city account designated for this facility,
similar to what we did for the senior citizens facility expansion done a few years ago. Also,
ADED will not fund the parking area for the facility; this would be a cost the city or some other
local entity would be required to provide if existing parkins was not adequate,
Call me if you need more info. I don't know the particulars on the number of children or exactly
where the facility will be located. With a limited amount of money, the size of the facility, in
order to meet the licensing requirements, is probably going to be in the 2500-2700 sf range. I
have serious doubts we will be able to do the combination head start and child care because of
the limited amount of funds available. However, with the serious need for additional child care
slots in the area, I think: the city -%•ould be very competitive for the ADED funds. We do not
expect any ADED hinds to be available until next year; however, eve are reconunending an
application be prepared and submitted this suriuner in case funds are available from other
categories,
fir► Mitzi
