G) CONSIDER AN ORDINANCE ADOPTING THE RULES AND PROCEDURES <br /> FOR THE TRANSACTION OF BUSINESS OF THE CITY COUNCIL <br /> Councilmember Bryant introduced an ordinance establishing the rules and <br /> procedures for the transaction of business of the city council. Councilmember <br /> Matthews moved to suspend the rules and read the ordinance by title only. <br /> Councilmember Bryant seconded and the electronic vote was 8 for and 0 <br /> against. Mr. Meitzen read the ordinance by title only. Councilmember Bryant <br /> further moved to suspend the second and third readings. Councilmember <br /> Henley seconded and the electronic vote was 8 for and 0 against. <br /> Councilmember Bryant then moved to adopt the ordinance. Councilmember <br /> Henley seconded and the electronic vote was 8 for and 0 against. The ordinance <br /> was given #2016-01-01. <br /> H) CONSIDER AN ORDINANCE TO WAIVE COMPETITIVE BIDDING ON CERTAIN <br /> ITEMS FOR 2016 <br /> Councilmember Bryant introduced an ordinance that will waive competitive <br /> bidding on certain items for 2016. Councilmember Bryant moved to suspend the <br /> rules and read the ordinance by title only. Councilmember Hubbard seconded <br /> and the electronic vote was 7 for and 0 against and 1 (Shetron) abstained. Mr. <br /> Meitzen read the ordinance by title only. Councilmember Bryant further moved to <br /> suspend the second and third readings.
