Councilmember Bryant introduced an ordinance to waive competitive bidding on a <br /> trench compactor for the Utility Construction Department. Mr. Castleberry read the <br /> ordinance in full. Councilmember Matthews moved to suspend the rules and waive <br /> the second and third readings. Councilmember Bryant seconded and the roll call <br /> count was 8 for and 0 against. Councilmember Bryant then moved to adopt the <br /> ordinance. Councilmember Matthews seconded and the roll call count was 8 for <br /> and 0 against. The ordinance was given #2012-10-1. Councilmember Bryant <br /> moved to adopt the emergency clause. Councilmember Insell seconded and the <br /> roll call count was 8 for and 0 against. <br /> F) LEVY OF TAXES <br /> The council considered the Levy of Taxes for the year 2012, payable in 2013. <br /> Councilmember Matthews moved to Levy the Taxes at the same rate as last year; 5 <br /> Mills for City General and .4 Mills for Firemen's Pension. Councilmember Bryant <br /> seconded and all voted for. <br /> G) PAID BILLS REPORT <br /> The Council was given a copy of the paid bills report for September, 2012. <br /> MAYOR'S COMMENTS <br /> The council was informed of a fixed assets removal. Utility Construction sold <br /> Unit# 487 1995 Chevy 1 ton utility truck, vin # 119815 on GovDeals for $1,250.10. <br /> The Mayor asked for out of state travel approval to attend the National League of <br /> Cities on November 28 through December 1 in Boston. Councilmember Bryant <br /> moved to approve the out of state travel. Councilmember Insell seconded and all <br /> voted for. <br />
