After a discussion, Mayor Elumbaugh <br /> said the ordinance will be placed on the next meeting's agenda for the second reading. <br /> G) CONSIDER AN ORDINANCE TO AMEND THE ANIMAL CONTROL ORDINANCE <br /> The council discussed a proposed ordinance to amend the current animal control <br /> ordinance. The amendment would prohibit fowl inside the city limits, bans American Pit <br /> Bull, Staffordshire Bull and American Staffordshire Terriers and any dog with a mix of <br /> the banned breed. The ordinance also prohibits dogs being chained, cabled or roped as <br /> a type of restraint and addresses minimum pen requirements. The Mayor opened the <br /> floor for comments from the audience. After a discussion, Councilmember Shetron <br /> moved to table the ordinance and Councilmember Bryant seconded. Six voted for one <br /> (Krug) voted against. Mayor Elumbaugh asked the council to form a committee to help <br /> with the proposed ordinance. Councilmember Insell, Shetron and Henley volunteered <br /> for the committee. <br /> H) ENGINEER'S REPORT <br /> City Engineer Damon Johnson addressed the council with his engineer's report <br /> 1) REVIEW OF PAID BILLS REPORT FOR JULY, 2010 <br /> The council was given a copy of the paid bills report for July, 2010. <br /> MAYOR COMMENTS <br /> Mayor Elumbaugh asked for the council approval to allow Cemetery/ Landscape <br /> Supervisor Jonathan Abbott to drive a city vehicle home daily. The Mayor said Johnny is called <br /> out during storms and often on weekends for funerals. Councilmember McDonald moved to <br /> allow the request and Councilmember Insell seconded. All voted for. <br />
