HomeMy WebLinkAbout2010-05-25 MINUTES OF COUNCIL MAY 25 2010 The Batesville City Council met in regular session on May 25, at 5:30 PM at the Municipal Building. Mayor Elumbaugh called the meeting to order. Councilmember Matthews gave the invocation. Upon roll call, the following council answered present; Tommy Bryant, Margarett Henley, Davy Insell, Fred Krug, Douglas Matthews, Matt McDonald, Richard O'Neal and David Shetron. Also present were the City Clerk and the City Attorney. Councilmember Shetron moved to approve the minutes from the previous meeting. Councilmember Henley seconded and all voted for. Councilmember Bryant moved to approve the prepared agenda. Councilmember Shetron seconded and all voted for. CITIZENS COMMENTS None UNFINISHED BUSINESS None NEW BUSINESS A) MS.SHERRY WARD REGARDING PRO-RATING SANITATION BILLS Mayor Elumbaugh asked for Ms. Ward to come forward to address the council. No one replied to the request. B) MR.JAMES BURNETTE TO PRESENT A PETITION AGAINST CAPS ON LOCK AND DAM#1 Mr.James Burnette addressed the council with concerns about placing wood caps on Lock and Dam#1. He presented petitions with approximately 150 signatures against the caps. Mr. Burnette said he and the petitioners were concerned that placing the wood caps would hurt the integrity of the dam as well as the beauty. He asked that the council use their influence to persuade the Quorum Court not to allow the placement of the wood caps. C) MR.GREG MOHLKE WITH A PRESENTATION FROM THE RECREATION TASK FORCE Mr. Greg Mohlke addressed the council representing the Recreation Task Force. Mr. Mohlke gave a brief background on how the task force was formed and the steps they had taken to get to this meeting. The task force collected over 1,100 signatures in favor of a new community center with meeting and convention space, basketball courts, an outdoor water and splash park, indoor competition swimming facilities,therapy pool, indoor walking track, a senior citizens area a theatre/auditorium style lecture center and other similar amenities, a skate board park and a new recreation facilities for baseball, softball and soccer fields. The task force will be presenting the council, hopefully at the next meeting,with an ordinance to hold a special election on August 10, 2010 giving the citizens of Batesville the opportunity to vote for a sales tax to build and maintain the facilities mentioned. After a question and answer period from the council and citizens, Mayor Elumbaugh commended and thanked the task force for their work. D) REAPPOINTMENT TO THE BATESVILLE HOUSING AUTHORITY Mayor Elumbaugh asked the council to re-appoint Ms. Nancy Phillips to the Batesville Housing Authority. Councilmember Shetron so moved and Councilmember Bryant seconded. All voted for. Ms. Phillips will expire May 27, 2015. E) ENGINEER'S REPORT City Engineer Damon Johnson addressed the council with his engineer's report. Mr.Johnson said the tunnel drilling was now at 1300+feet but has hit hard material and was only progressing 10 to 20 feet per day. He said the contractors were expecting the hard material and were still very pleased with the progress. Mr.Johnson said all other departments were running as usual. F) REVIEW OF THE APRIL 2010 FINANCIALS The council reviewed the April 2010 financials. MAYOR COMMENTS Mayor Elumbaugh said it was a great day in Batesville with the ground breaking of the new DHS Call Center. When complete the facility will employee 100 citizens with good paying jobs. The construction of the "Greenway Trail"which will be from Fitzhugh Park to Row Lake is proposed to begin in about six weeks. The Mayor said the transaction was completed last Friday on the sell of the Cemetery property. The Cemetery and Landscape department has temporarily moved into the old animal control building. Mayor Elumbaugh said he was going to visit with the City Attorney regarding an ordinance to prohibit the riding bicycles on the sidewalks in downtown during business hours. Last week a lady was hit by a bicycle when she exited a store and injured with a broken hip. He also said animal control officer Jeff Pender should have the vicious animal ordinance ready soon. The third floor renovation was almost complete. The Mayor said they were having problems with one window that was still leaking during rains. He said they have done all they knew to do and have called in a professional who is going to completely remove the window, caulk and replace the window. LIAISON REPORTS None COUNCIL COMMENTS Councilmember Shetron asked if the municipal building had any space left to rent. The Mayor said at one time, one tenant was talking about down-sizing but has decided not to so there is no more available space to rent. Mr. Shetron asked if Business Information Services had caught up on their rent. The City Clerk said they were currently three months behind and would be another month behind on June 1. Mayor Elumbaugh said he had visited with BIS and they are now under new management and they have promised to bring their rent up to date as soon as possible. Councilmember Krug said the Wing Shack was schedule to open the first of next week. The new business is employing 30 citizens, 20 of which are full time positions. Mr. Krug urged the council and citizens to support the new business ADJOURNMENT There being no further business, Councilmember Insell moved that the meeting be adjourned.
