HomeMy WebLinkAbout2009-12-08 MINUTES OF COUNCIL December 8, 2009 The Batesville City Council met in regular session on December 8, at 5:30 PM at the Municipal Building. Mayor Rick Elumbaugh presided over the meeting. Councilmember Krug gave the invocation. Upon roll call the following councilmember's answered present: Fred Krug, Doug Matthews, Matt McDonald, Richard O'Neal, David Shetron, Tommy Bryant and Margarett Henley. Davy Insell came in late. The Deputy City Clerk Brenda Riley and the City Attorney Scott Stalker was also present. Councilmember O'Neal moved to approve the minutes from the previous meeting and Councilmember Shetron seconded. All voted for. Councilmember Shetron moved to approve the prepared agenda. Councilmember Henley seconded and all voted for. CITIZENS COMMENTS None UNFINISHED BUSINESS None NEW BUSINESS A) RECOGNIZE THE BATESVILLE SCHOOL DISTRICT WORKERS The Mayor presented several workers from the Batesville School District with certificates of appreciation for their assistance to the city in various projects over the past year. The most recent help has been with the installation of a new digital at City Hall. B) CONSIDE THE PLACMENT OF LIENS FOR CONDEMNATIONS Code Enforcement Officer Chad McClure addressed the council with several properties that had been condemned. He told the council that everything had been done to try to collect the fees but to no avail and ask the council to place the liens upon these properties. The properties include 2029 Neeley Street for $1,794.80, 851 E. Broad Street for $1,829.06, 1712 Lyon Street for $1,794.80, 760 E. Broad Street for $744.80, 394 Pine Street for $1,444.80, 149 E. Pine Street for $1,094.80, 555 Melton Street for$394.80 and 921 Broad Street for$1,094.80. Councilmember Insell made a motion to precede with placing of the liens and Councilmember O'Neal seconded. All vote for. C) ENGINEER'S REPORT City Engineer Damon Johnson gave the council an update of the proposal for the levee certification. He told the council that the quote from Freese and Nichols, Inc. had come in at $105,000 and up to and additional $39,500 for GEO services. The total project would not exceed $144,500. Councilmember Matthews made a motion to precede and Councilmember Insell seconded. All voted for. Mr. Johnson also told the council that the bid openings for the Wastewater Tunnel and related structures of the wastewater project would be Thursday at 2:00 p.m. at City Hall. C) REVIEW PAID BILLS REPORT The council was given a copy of the paid bills report for November, 2009 for review. MAYOR COMMENTS Mayor Elumbaugh told the council that the bids for the Commercial Sanitation truck were opened and the low bid was from Downing at a price of$195,250. Councilmember Insell made a motion to accept the bid and Councilmember O'Neal seconded and all voted for. City Attorney Scott Stalker read the resolution in full to authorize the equipment lease-purchase and Councilmember Bryant made a motion to adopt the resolution. Councilmember Insell seconded and all voted for. The Resolution was given #2209-12-1-R. The Mayor told the council that the bids for the new chipper were also opened and the low bid was $ 63,400. The City will receive a grant in the amount of$30,000 and has $37,000 from the sale of a used sanitation truck. Councilmember O'Neal made a motion to accept the bid and Councilmember Henley seconded and all voted for. Mayor Elumbaugh told the Council that the City's financial year end is looking good and ask the Council for their thoughts on an end of year pay incentive in the amount of$300 for full-time and $150 for perment part-time. Councilmen Bryant ask to speak and read a statement in favor of the pay incentives. After his statement he made a motion to give each full-time employee $300 and each part-time employee $150. Councilmember O'Neal seconded and all voted for. The Mayor told the Council that the insurance committee met in regards to health insurance for next year and it was the recommendation from the committee to go with the Arkansas Municipal League effective January 1, 2010. Councilmember Matthews made a motion to switch to the Municipal League and Councilmember Insell seconded. All voted for. LIAISON REPORTS None COUNCIL COMMENTS Councilmember Bryant commented on the Christmas Lights in the City and at Riverside Park. ADJOURNMENT There being no further business, Councilmember Krug moved that the meeting be adjourned and Councilmember Insell seconded. All voted for.
