HomeMy WebLinkAbout2009-09-08 MINUTES OF COUNCIL SEPTEMBER 8, 2009 The Batesville City Council met in regular session on September 8, at 5:30 PM at the Municipal Building. Mayor Rick Elumbaugh presided over the meeting. Councilmember Matthews gave the invocation. Upon roll call the following councilmembers answered present: Tommy Bryant, Margarett Henley, Davy Insell, Fred Krug, Doug Matthews, Matt McDonald, Richard O'Neal, and David Shetron. The City Clerk was also present. City Attorney Scott Stalker was absent. Councilmember Shetron moved to approve the minutes from the previous meeting and Councilmember Insell seconded. All voted for. Councilmember Shetron moved to approve the prepared agenda. Councilmember Henley seconded and all voted for. CITIZENS COMMENTS None UNFINISHED BUSINESS None NEW BUSINESS A) PRESENT PROCLAMATION FOR FETAL ALCOHOL SPECTRUM DISORDERS AWARENESS DAY Mayor Elumbaugh read a proclamation declaring September 9, 2009 as Fetal Alcohol Spectrum Disorders Awareness Day. B) RECOGNIZE ASSISTANT FIRE CHIEF BRENT GLEGHORN Mayor Elumbaugh recognized Assistant Fire Chief Brent Gleghorn and presented him with a certificate for being inducted into the Arkansas Firefighters Hall of Fame. Mr. Gleghorn said he was honored to be inducted into the Hall of Fame and said there were many firefighters across the state that were more worthy than he to be recognized. C) ENGINEER'S REPORT City Engineer Damon Johnson addressed the council with his engineer's report. He reported on the status on several project throughout the City. Mr. Johnson said the Water Treatment Plant took a lightning strike during a recent storm and knocked out several controls. He said they are running the controls manually until they are repaired. D) EXECUTIVE SESSION Councilmember Bryant moved to go into executive session. Councilmember O'Neal seconded and all voted for. Upon returning from executive session, the following were nominated to the City Appeals Board; Butch Duncan, Zach Mobley, Chad Sisco, James Boothby, Jack Stevenson, Mike Schmidt and Steve Case. Councilmember Shetron moved to approve the nominations and Councilmember Bryant seconded. All voted for. The following were nominated to the City Tree Board; Larry Morris, Jimmy Wallace, Gail Harley, Brian Langston and Johnny Abbott. Councilmember Shetron moved to approve the nominations and Councilmember Bryant seconded. All voted for. E) PAID BILLS REPORT The council reviewed the Paid Bills Report for August, 2009 MAYOR COMMENTS Mayor Elumbaugh said the council had budgeted for him to attend the National League of City conferences but needed additional approval since the conference is out of state in San Antonio, TX. Councilmember Matthews moved to approve the out of state travel and Councilmember Shetron seconded. All voted for. The Mayor said he received the appraisal for the Cemetery / Landscape property located on Gray and Sidney Streets. The property includes two metal buildings. Councilmember Bryant moved to advertise for bids for the property including the building with a minimum bid of$125,000.00. Councilmember McDonald seconded and all voted for. LIAISON REPORTS None COUNCIL COMMENTS None ADJOURNMENT There being no further business, Councilmember Bryant moved that the meeting be adjourned. Councilmember Insell seconded and all voted for.
