MARCH 10, 2009
The Batesville City Council met in regular session on March 10, at 5:30
PM at the Municipal Building. Mayor Rick Elumbaugh presided over the meeting.
Councilmember Henley gave the invocation. Upon roll call the following
councilmembers answered present: Tommy Bryant, Margarett Henley, Davy
Insell, Fred Krug, Doug Matthews, Matt McDonald, Richard O'Neal, and David
Shetron. Also present was the City Clerk. City Attorney Scott Stalker was
absent.
Councilmember Shetron moved to approve the minutes from the previous
two meetings and Councilmember Insell seconded. All voted for.
Councilmember Matthews moved to approve the prepared agenda as
amended. Councilmember Bryant seconded and all voted for.

NEW BUSINESS
A) CONSIDER A RESOLUTION TO APPLY FOR A FAA GRANT FOR THE
AIRPORT
Councilmember Matthews introduced a resolution that would authorize the
Mayor to apply for a grant from the Federal Aviation Administration in the amount
of$330,000.00 to assist the Batesville Airport seal and remark runway 8-26. The
City Clerk read the resolution in full. Councilmember Bryant moved to adopt and
Councilmember Shetron seconded. All voted for.
B) ENGINEER'S REPORT
Mr. Damon Johnson, City Engineer addressed the council regarding city
projects. Mr. Johnson said everything is going good with the usual business of
unstopping lines and fixing leaks. The 14th street sewer line project is almost
complete and they have started the water line project on State Street.
C) REVIEW PAID BILLS REPORT
The council reviewed the paid bills report for February 2009.
D) SLIDE PRESENTATION FROM THE FIRE DEPARTMENT
Assistant Fire Chief Brent Gleghorn presented a slide show to the council
on the progress of the new fire station in West Batesville.
E) CEMETERY RESOLUTION
The council considered a cemetery resolution for Ms. Barbara Bullard,
#2009-69-1, for $200.00. Councilmember Matthews moved to accept and
Councilmember Shetron seconded. All voted for.
F) FIXED ASSETS TRANSFER
The City Clerk notified the council of the fixed asset transfers. Unit 737,
2007 Utility Trailer from Street to Cemetery and a 1996 Idum Trailer from
Landscaping to Parks.
MAYOR COMMENTS
Mayor Elumbaugh said he had visited with Chief Deputy Steve Jeffery
who said the State was going to receive stimulus monies in the form of a COPS
grant to hire police officers. The COPS grant is a 100% grant for three years for
salaries and benefits for police officers. After the 3 years, the City has to assume
the responsibility. The County is applying for 4 officers. Councilmember
Matthews moved for the City to apply for 4 officers as well. Councilmember
O'Neal seconded and all voted for.

ADJOURNMENT
There being no further business, Councilmember Matthews moved that
the meeting be adjourned. Councilmember McDonald seconded and all voted
for.
