HomeMy WebLinkAbout2008-09-09 MINUTES OF COUNCIL SEPTEMBER 9, 2008 The Batesville City Council met in regular session on September 9, at 5:30 PM at the Municipal Building. Mayor Rick Elumbaugh presided over the meeting. Councilmember Carpenter gave the invocation. Upon roll call the following councilmembers answered present: R.L. Carpenter, Davy Insell, Fred Krug, Doug Matthews, Matt McDonald, Trula Pectol, David Shetron, and Paula Terrell. Also present were the City Clerk and the City Attorney. Councilmember Shetron moved to approve the minutes from the previous meeting and Councilmember Insell seconded. All voted for. Councilmember Matthews moved to approve the prepared agenda. Councilmember Terrell seconded and all voted for. CITIZENS COMMENTS None UNFINISHED BUSINESS None NEW BUSINESS A) RECOGNIZE MR. STEPHEN "KEGAL" SMART FOR HIS YEARS OF SERVICE ON THE BATESVILLE CITY COUNCIL Mayor Elumbaugh recognized Mr. Stephen "Kegal" Smart with a plaque for his years of service on the City Council. Mr. Smart moved out of his ward, therefore having to resign his position this past June. The Mayor thanked Mr. Smart for his dedication and faithfulness to the City. B) CONSIDER A TAX BACK RESOLUTION FOR SCROLL COMPRESSORS, LLC Councilmember Shetron introduced a resolution to participate in the Tax Back Program for Scroll Compressors, LLC. City Attorney Scott Stalker read the resolution in full. Councilmember Terrell moved to adopt the resolution and Councilmember Insell seconded. All voted for. The resolution was given #2008- 09-01-R. C) ENGINEER'S REPORT City Engineer Damon Johnson addressed the council with his council report. Mr. Johnson said the sewer line project for UACCB has been put on hold. He said there was a problem with the depth of the proposed sewer lines and their engineers were working on the solution. Mr. Johnson gave brief updates on the Water Treatment and Wastewater Plants. He also told the council about an equipment auction that will take place next week in Mississippi that has a 2007 sanitation truck with approximately 3,000 miles on it for sale. After a discussion, Councilmember McDonald moved to send Sanitation Supervisor Marty Thompson to the auction. Councilmember Carpenter seconded and all voted for. D) PAID BILLS REPORT The council reviewed the paid bills report for August, 2008. MAYOR COMMENTS Mayor Elumbaugh gave the council a copy of the recommendation for the city Planning Commission to return the lower part of Main Street from Central Avenue to State Street back to a two way street. The Mayor said such an action would require an ordinance. Councilmember Shetron moved to have the City Attorney draft an ordinance to be considered at the next meeting. Councilmember McDonald seconded and all voted for. The Mayor reminded the council of the September 30th budget meeting and said he hoped to have the architecture drawing of the new fire station for the council to review before the budget meeting. The Mayor said he is working on how to repair the Ramsey Mountain sign and may have some citizen donations to help in the restoration. Mayor Elumbaugh told the council that the proposed '/4 Economic Development Sales Tax will not have a special election in October. He said that there was a mistake in the ordinance so it looks like it will have to be put off until after the first of the year. The Mayor said he was concerned about having two sales tax elections after the first of the year and the council may want to consider combining the Economic Development tax with what ever the city proposes for wastewater and city improvements. LIAISON REPORTS None COUNCIL COMMENTS Councilmember Krug said he had a citizen call him and said the city sanitation department had helped this citizen out during a hard time and they wanted to thank them for their hard work. Councilmember Terrell said she knows that lots of our citizens watch the televised council meetings and wanted them to know that the council welcomes their calls to voice their opinions, concerns and suggestions. ADJOURNMENT There being no further business, Councilmember Matthews moved that the meeting be adjourned. Councilmember Shetron seconded and all voted for. RICK ELUMBAUGH, MAYOR DENISE M.
