HomeMy WebLinkAbout2007-11-27 MINUTES OF COUNCIL NOVEMBER 27, 2007 The Batesville City Council met in regular session on November 27, at 5:30 PM at the Municipal Building. Mayor Rick Elumbaugh presided over the meeting. Councilmember Terrell gave the invocation. Upon roll call the following councilmembers answered present: R.L. Carpenter, Fred Krug, Doug Matthews, Matt McDonald, Trula Pectol, Stephen Smart and Paula Terrell. Also present were the City Clerk and the City Attorney. Councilmember David Shetron was absent. Councilmember Smart moved to approve the minutes from the previous meeting and Councilmember Matthews seconded. All voted for. Councilmember Terrell moved to approve the prepared agenda with the addition of an Executive Session. Councilmember McDonald seconded and all voted for. COMMENTS FROM CITIZENS None UNFINISHED BUSINESS None NEW BUSINESS "PRESENTATION FROM MAIN STREET BATESVILLE, BOB GERNER Mr. Bob Gerner with Main Street Batesville and Mr. Boyd Mayer with the Arkansas Historic Preservation Program address the council with a power point presentation regarding the establishment of a Historic District Commission. Mr. Gerner said Main Street Batesville held a public hearing with most of the downtown merchants present. He said most of the comments were positive and that the couple of concerns were addressed. "CONSIDER AN ORDINANCE TO CREATE A HISTORIC DISTRICT COMMISSION Councilmember Terrell introduced an ordinance by title only that would create a Historic District Commission. The City Attorney read the ordinance by title only. Councilmember Matthews moved to suspend the rules and waive the second and third readings. Councilmember Terrell seconded and the roll call count was 7 for and 0 against. Councilmember Terrell moved to adopt the ordinance. Councilmember Matthews seconded and the roll call count was 7 for and 0 against. The ordinance was given #2007-11-2. "CONSIDER BIDS FOR WATER TREATMENT FACILITY IMPROVEMENTS The council considered bids for the Water Treatment Facilities Improvements. City Engineer Damon Johnson said that Engineering firm McGoodwin, Williams and Yates reviewed the bids and recommend that the City accept the low bid from Spurlock, Inc. of$974,000.00. Councilmember Smart moved to accept the low bid. Councilmember McDonald seconded and all voted for. "EXECUTIVE SESSION Councilmember Terrell moved to go into executive session. Councilmember Smart seconded and all voted for. Upon returning from executive session, Mayor Elumbaugh said that no decisions were made. MAYOR'S COMMENTS Mayor Elumbaugh informed council of a fixed assets transfer. The Utilities Department transferred a 1991 Chevy S10, Serial #1 GCCS1920M82 to the Parks Department. The Mayor said there will be a Fallen Heroes from Arkansas memorial displayed at Riverside Park from December 10-12. The memorial is traveling throughout the State and will consist of a 3'X5' American Flag for each fallen hero from Arkansas with a white post that will have a picture of each fallen hero and a short story about each one. There will also be a green wreath with a red bow for each one. The Mayor encouraged everyone to visit the memorial. The Mayor invited the council to a retirement party for Mr. Maurice Hagar. Mr. Hagar is retiring with a little more than 20 years of service as a 911 dispatcher. LIAISON REPORTS None COUNCIL COMMENTS None ADJOURNMENT There being no further business, Councilmember Matthews moved that the meeting be adjourned. Councilmember McDonald seconded and all voted for.
