HomeMy WebLinkAbout2005-07-27 SPECIAL MEETING MINUTES OF COUNCIL SPECIAL MEETING JULY 27, 2005 The Batesville City Council met in special session on July 27, at 5:00 PM at the Municipal Building. Mayor Joe Biard presided over the meeting. Councilmember Krug gave the invocation. Upon roll call the following Councilmembers answered present: John Cooke, Fred Krug, Doug Matthews, Jerry Pectol, and Stephen Smart. The City Clerk was also present. Councilmembers Terrell and Carpenter arrived late. Councilmember Mynatt and City Attorney Scott Stalker were absent. Councilmember Cooke moved to approve the prepared agenda. Councilmember Matthews seconded and all voted for. DISCUSSION OF ELECTION The Independence County Election Commissioners were present to discuss the possibility of calling a special election. Because of the certification of signatures on two petitions for referendum concerning the Hamburger & Hotel Tax and Business License ordinances recently passed by the council, the council has to decide whether to call for a special election or pass an ordinance repealing the Hamburger and Hotel Tax and Business Licenses ordinances. The Election Commissioners present were Harold Wilson, Charlie Morris, John Bennett and Dwayne Millikin. Councilmember Pectol moved to call for a special election and Councilmember Krug seconded. The roll call count was 5 for and 0 against. Councilmembers Terrell and Carpenter entered the meeting and both wanted to go on record as being for the special election. Mr. Morris said the cost for the election would be between $800 and $1000 per ballot box. Councilmember Carpenter moved to have the election on November 8t" subject to the approval of the Election Commission. Councilmember Terrell seconded and the roll call count was 7 for and 0 against. The council discussed the proper procedures to move forward in the election process. The council will need to pass an ordinance calling for a special election. Once the ordinance in certified to the Election Commission, the city will have 60 days to have the election. There being no further business, Councilmember Terrell moved that the meeting be adjourned and Councilmember Carpenter seconded. All voted for. JOE M. BIARD, MAYOR DENISE M. JOHNSTON, CITY CLERK
