SPECIAL MEETING
JULY 5, 2005
The Batesville City Council met in special session on July 5, 2005 at 5:30 p.m. at the
Municipal Building. Mayor Joe Biard presided over the meeting. The following
councilmembers were present: Dana Mynatt, R.L. Carpenter, Steven"Keagel" Smart, Jerry
Pectol, Dr. Matthews, Paula Terrell, Fred Krug and John Cooke. Also present were the Deputy
City Clerk, Brenda Riley. The City Attorney Scott Stalker was absent.
Councilmember Terrell moved to approve the prepared agenda. Councilmember Matthews
seconded and all voted for.
CONSIDER AN ORDINANCE AMENDING ORDINANCE NO. 2005-6-1, SECTION 4,
SUBSECTION (A), CONCERING APPOINTMENTS TO THE ADVERTISING AND
PROMOTION COMMISSION -DECLARING AND EMERGENCY AND FOR OTHER
PURPOSES
Councilmember Carpenter introduced the ordinance and Mayor Biard read the ordinance
in full and Councilmember Matthews moved to suspend the rules for the second and third
readings. Councilmember Carpenter seconded and the roll call was 8 for and 0 against.
Councilmember Matthews moved to adopt the ordinance and Councilmember Carpenter
seconded. The roll call was 8 for and 0 against. The ordinance was given 42005-7-1.
Councilmember Matthews moved to adopt the emergency clause and Councilmember Carpenter
seconded. The roll call was 8 for and 0 against.
EXECUTIVE SESSION
Councilmember Matthews moved to go into executive session and Councilmember Terrell
seconded. All voted for.
Upon returning from executive session, Mayor Biard said no action will be taken at the time
for the appointment of members to the Adverting and Promotion commission. He hopes to make
that announcement at the next regular scheduled meeting, which will be July 12, 2005.
There being no further business, Councilmember Krug moved that the meeting be adjourned.
Councilmember Cooke seconded and all voted for.
