DECEMBER 13, 2005
The Batesville City Council met in regular session on December 13, at 5:30 PM
at the Municipal Building. Mayor Joe Biard presided over the meeting. Councilmember
Carpenter gave the invocation. Upon roll call the following councilmembers answered
present: R.L. Carpenter, John Cooke, Fred Krug, Doug Matthews, Dana Mynatt,
Stephen Smart and Paula Terrell. Councilmember Jerry Pectol was absent. Also
present were the City Clerk and the City Attorney.
Councilmember Carpenter moved to approve the minutes from the previous
meeting and Councilmember Matthews seconded. All voted for.
Councilmember Smart moved to approve the prepared agenda. Councilmember
Terrell seconded and all voted for.
UTILITIES DEPARTMENT REQUEST FOR WATER AND SEWER OUTSIDE CITY
LIMITS
Mr. Larry Tharnish and Mr. Jerry Jeffery with the Batesville Water Utility
approached the council with two requests for water and sewer outside the city limits.
The first request was for sewer for Harold Crider in Spring Valley. Mr. Crider gave the
Utilities an easement on his property during the construction of the Industrial Park sewer
line in exchange for a sewer connection. Councilmember Terrell moved to grant the
sewer connection and Councilmember Cooke seconded. All voted for.
The second request was from Jesse C. Beach on Mitchell Road. Mr. Beach was
requesting a water meter on an existing water line. Councilmember Carpenter moved
to approve the request and Councilmember Cooke seconded. All voted for.
THIRD READING FOR THE PROPOSED SIGN ORDINANCE
Councilmember Smart moved to suspend the rules and read the proposed sign
ordinance by title only. Councilmember Krug seconded and the roll call count was 7 for
and 0 against. Mayor Biard read the ordinance by title only then opened the floor for
discussion. After a few brief comments from the audience the Mayor turned the
discussion over to the council. Councilmember Carpenter moved to adopt the
ordinance. The motion failed for the lack of a second. Councilmembers Matthews,
Terrell, Carpenter and Cooke volunteered to meet and bring to the council a revised
sign ordinance for consideration.
MAYOR'S ANNOUNCEMENTS
Mayor Biard said that a vehicle owned by Kelly Sherrill was damaged by rocks
from a mower at Riverside Park. He said there were about 5 or 6 different places on the
vehicle that were damaged. The lowest estimate for repairs was $1,169.10.
Councilmember Cooke moved to accept the lowest estimate and pay for the repairs.
Councilmember Carpenter seconded and all voted for.
The Mayor asked the council to approve out of state travel for the City Clerk and
Deputy Clerk to attend a training seminar for the clerk's accounting software. The travel
will be the end of February, 2006 in Dallas. Councilmember Krug moved to approve the
out of state travel and Councilmember Mynatt seconded. All voted for.
There being no further business, Councilmember Carpenter moved that the
meeting be adjourned. Councilmember Terrell seconded and all voted for.
