HomeMy WebLinkAbout2004-09-14 MINUTES OF COUNCIL SEPTEMBER 14, 2004 The Batesville City Council met in regular session on September 14, at 5:30 PM at the Municipal Building. Mayor Joe Biard presided over the meeting. Councilmember Watkins gave the invocation. Upon roll call the following Councilmembers answered present: Jim Cargill, R.L. Carpenter, Robert Ford, Jim Mitchum, Jerry Pectol, Paula Terrell and Jim Watkins. Also present were the City Clerk Denise Johnston and the City Attorney Scott Stalker. Councilmember Gaither was absent. Councilmember Ford moved to approve the minutes from the last meeting. Councilmember Watkins seconded and all voted for. Councilmember Ford moved to approve the prepared agenda. Councilmember Cargill seconded and all voted for. REPORT FROM COMMITTEE APPOINTED TO MAKE RECOMMENDATIONS ON SPEEDING Councilmember Carpenter spoke to the council on behalf of the committee appointed to make recommendations on the speeding problems in Batesville. Mr. Carpenter said the committee met on September lst and 8th to discuss speeding. He said they discussed the possibility of purchasing motorcycles to help in speed control however after visiting with the City of Searcy, due to safety, costs, liability, etc they decided against it. Mr. Carpenter said the committee was against installing more stop signs or speed bumps. They asked the sheriff to increase patrols on Main Street and 20th Street for a week. During that week, 53 citations were written on Main with an average speed of 37.8 and 66 citations on 20th with an average speed of 41.9. Mr. Carpenter said he feels the only way to slow people down is through community awareness. He said the city is "not trying to generate income, we are trying to slow people down." The council asked the sheriff to continue monitoring different areas in the city and continue writing citations for excess speeding. AIRPORT COMMISSIONER CHARLES BARNETT TO DISCUSS USAGE OF A HANGER BY THE EXPERIMENTAL AVIATION ASSOCIATION Commissioner Charles Barnett was not present for the meeting so Airport Manager Mary Amos addressed the council. Mrs. Amos said she had not prepared to discuss the EAA with the council but would try to answer any questions. Mrs. Amos said our local chapter of the Experimental Aviation Association has 20 to 25 paid members and is an organization that educates the youth about aviation. Since the groups inception in this area about 15 years ago, they have taken more that 1,000 children in plain rides and encouraged youth to get involved in aviation. The EAA is asking to use the Hopwood hanger for their meetings, to build airplanes etc. The EAA will put about $15,000 to reconstruct the hanger. The council said they would like to talk to Mr. Barnett about the issue at the next meeting. FINANCIAL STATEMENTS The council was given a copy of the financial statement for August 31, 2004. PAID BILLS REPORT The council was given a copy of the paid bills report for August 2004. There being no further business, Councilmember Watkins moved that the meeting be adjourned.
