HomeMy WebLinkAbout2004-11-23 MINUTES OF COUNCIL NOVEMBER 23, 2004 The Batesville City Council met in regular session on November 23, at 5:30 PM at the Municipal Building. Mayor Joe Biard presided over the meeting. Councilmember Watkins gave the invocation. Upon roll call the following Councilmembers answered present: Jim Cargill, R.L. Carpenter, Robert Ford, Jim Mitchum, Jerry Pectol, Paula Terrell and Jim Watkins. City Clerk Denise Johnston was also present. Councilmember Gaither and City Attorney Scott Stalker were absent. Councilmember Ford moved to approve the minutes from the last meeting. Councilmember Terrell seconded and all voted for. Councilmember Ford moved to approve the prepared agenda as amended. Councilmember Terrell seconded and all voted for. REQUEST FROM BATESVILLE WATER UTILITY TO SET TWO WATER METERS OUTSIDE THE CITY LIMITS Mr. Larry Tharnish and Mr. Jerry Jeffery addressed the council with two requests for water meters outside the City limits. The first request is on Dry Run Circle. Mr. Jeffery said they were waiting for an approval from the health department of the septic tank on the property. He said they would only set the meter if the septic was approved. The second request is located on White Drive. The property is owned by Lacky Moody. They plan to put a horse barn and an office building on the property. Councilmember Cargill moved to approve both requests and Councilmember Pectol seconded. All voted for. DISCUSSION OF THE WHITE RIVER FIREFIGHTERS REQUEST FOR FUNDS WITH FIRE CHIEF JAMES BOOTHBY Fire Chief James Boothby addressed the council regarding the White River Firefighters annual budget. He gave the council a copy of their 2003 budget showing $8,140.43 in expenses and $9,206.75 in revenues. CODE ENFORCEMENT REPORT Code Enforcement Officer Chad McClure addressed the council regarding several pieces of property. The first located at College & St. Louis Streets. The structure has been partially removed. Councilmember Watkins moved to send the property owners a letter giving them 30 days to clean up the property. Councilmember Cargill seconded and all voted for. The second piece of property is located at 21st and Neeley. The property is owned by Steve Bryant and has gone through the condemnation process. The council asked Mr. McClure to get demolition bids to remove the structure. EXECUTIVE SESSION Councilmember Ford moved to go into executive session and Councilmember Watkins seconded. All voted for. Upon returning from executive session, no action was taken. BUDGET PRESENTATION FOR 2005 The council was given a copy of the proposed 2005 budget. After a brief overview, the council discussed setting an additional meeting to discuss the budget. Councilmember Pectol moved to have a budget meeting on November 29th and to only have one meeting in December, on the 14th. Councilmember Carpenter seconded and all voted for. FINANCIAL STATEMENT The council was given a copy of the October 31, 2004 financial statements. There being no further business, Councilmember Mitchum moved that the meeting be adjourned.
